A public page mentioning an asset is not proof that every account can trade it. IBKR documents product/country trading permissions, while Kraken documents residency and service restrictions. Fees are a document question, not a headline number
Record the country version, account or plan, product, transaction and date before copying a quoted charge. A useful documentation note distinguishes a transaction commission from currency conversion, market data, withdrawals or other applicable charges. The linked provider schedules, rather than this index, supply the actual current terms.
